A workshop was held in this regard on Wednesday, 17 June in Yaoundé, bringing together the main actors of the Fact‑Finding and Assessment Commissions (CCEs) for impacted assets, in view of the construction of the bypass roads, the Binoum aggregate quarry, and the operational base of the Kikot‑Mbebe dam. Convened around the prefects of the respective departments of Sanaga‑Maritime and Nyong‑et‑Kellé, which have jurisdiction over the areas covered by the related Declarations of Public Utility (DUPs), the participants included representatives of the central administration, KHPC officials, sectoral delegates, and the consultant in charge of the Resettlement Action Plan (RAP).
The objective for the participants was to review the tools, methodology, and procedures to govern the activities of the various CCEs, with a view to harmonizing practices. Working groups were established to formulate recommendations on the issues raised by the sectoral actors involved in this mission. The presentation of their findings made it possible to define the key milestones of the activity schedule, notably the demarcation of the DUP rights‑of‑way, the census of affected persons and assets, and the drafting and submission of the CCE reports. The deployment of operational teams to the field is expected to take effect from 29 June 2026.
Key Information: This workshop began with a session devoted to the evaluation and feedback from the previous CCE work carried out between June and September 2024 under the DUPs for the dam component footprint of the Project. Consequently, the weaknesses identified and areas for improvement were considered to ensure the success of this new assignment.
At the end of this process, classification decrees for the areas concerned and compensation decrees in favour of the affected persons are to be signed by the public authorities, to release these rights‑of‑way.
