On 27 June 2025, KHPC launched an International Open Tender (Tender Notice No. 004/AOIO/KHPC/25) for the selection of an engineering firm responsible for designing a 30 kV medium-voltage power line. This line will provide the connection from the Njock-Kong substation towards Boumnyebel, to the Kikot-Mbebe Hydroelectric Project Workers' Camp located in Tombi, Bot-Makak district. The scope includes not only studies for the electrical supply of the workers' camp, but also those for a future rural electrification backbone, along with a detailed analysis of an optional variant for integrating fiber optic cabling.


The primary objective is to ensure a reliable power supply during dam construction works, with a rated capacity of 5 MVA, to cover the combined needs of the workers' camp, temporary loads, and future rural extensions. The selected firm will conduct comprehensive technical studies, including a standard electrical supply solution and a supplementary study evaluating the technical and financial implications of integrating fiber optics on the same infrastructure. This variant will specifically analyze additional costs, technical adaptations, and communication requirements for site supervision (SCADA/EMS).


The assignment will span 180 calendar days after contract signing. It is structured into four phases: an initial data collection phase, including a diagnostic of the Njock-Nkong substation and the creation of a Geographic Information System (GIS); preliminary design studies with alternative route analysis and preliminary electrical studies; detailed design studies comprising topographic surveys, mechanical sizing of pylons, and technical specifications; and finally, the preparation of the contractor tender dossier incorporating technical specifications and bill of quantities.


Key deliverables will include detailed technical reports, electromechanical calculation notes, execution drawings, and a cost-benefit analysis of the fiber optic solution. Bidders must demonstrate expertise in managing multi-faceted projects and comply with strict quality-of-service requirements, including measurable indicators for energy parameters (voltage, harmonics) and network robustness.
